App 2 of Many: Billy Kane

This one's for eastern_story. I haven't played him from canon, so I am in need of serious feedback for him.

The sample's the most important, so if it needs some padding, smack me upside the head and tell me to do it again. XD

THe sample would probably be best off in the context of Gensokyo, but it's good to keep that one too.
